Main results of the meeting:   Good progress has been made in the development of a draft ECC Recommendation on a regulatory framework for GNSS pseudolites. This new draft Recommendation will be submitted to the next WG FM for approval for public consulation. The draft Recommendation is focused on indoor operation of GNSS pseudolites. Outdoor use of pseudolites is also under study and a new ECC Report is created by FM44. FM44 considered the scope of possible new studies in the Ka-band, in conjunction with SE40 and SE19, to examine the current use of this spectrum by fixed service systems and the feasibility to facilitate its greater use by satellite systems, including the feasibility of uncoordinated use as well as applications on mobile platforms in parts of the FSS Ka-band spectrum. It is planned to create a new ECC Decision on Earth stations on mobile platforms within the Ka-Band. A CEPT contribution to ITU-R WP 4C was unanimously approved on the subject of using MSS systems in natural disaster and similar emergency situations. FM44 agreed to carry out a determination of the number of sites with BSS feeder links using the 17.3-17.7 GHz frequency band. FM44 also works in relation to current ITU-R work on subjects such as IMT-Advanced-Satellite interfaces, VSAT, SNG exemption from individual licensing and free circulation and terminology used for networks using both satellite and terrestrial links.  FM44 also reviewed the need for retaining, withdrawing or revision making of the existing ECC Decisions and ECC Recommendatios for satellite services.
