Frequency Management Working Group

 

At its 64th meeting in Baku (22-26 September 2008), WG FM achieved following main points: 

  •  A draft new ECC Recommendation(08)04 on “the identification of frequency bands for the implementation of Broad Band Disaster Relief (BBDR) radio applications in the 5 GHz frequency range” was finally adopted for publication.
  • The updated ERC Report 25, the European table of frequency allocations and utilizations in the frequency range 9 kHz to 3000 GHz (ECA Table), was finally adopted for publication.
  • The draft revised ECC/DEC/(01)03 on ERO Frequency Information System (EFIS Decision) was adopted for public consultation.
  • The draft revised Annex 3 of ERC/REC 70-03 (Wideband Data Transmission systems) was adopted for public consultation.
  •  A draft CEPT Report in response to the permanent EC Mandate on the SRDs was adopted together with the updated technical annex of the EC Decision for 2008 and submitted both to the ECC and EC for consideration.
  •  A draft new ECC Recommendation on “Measurement of Disturbance Fields from Telecommunications Systems and Networks” provisionally adopted for public consultation.
  •  A proposed revision to the working document towards a preliminary DRAFT NEW RECOMMENDATION ITU-R M.[LMS.PPDR.VHF/UHF] was adopted for submission to the WP 5A of the ITU-R by France on behalf of CEPT.

 

Ongoing work

    • PMR/PAMR issues including update of  T/R 25-08 and introduction of Digital Mobile Radio (DMR), Broadband Disaster Relief (BBDR) and Public Protection and Disaster Relief (PPDR)Harmonisation of spectrum for Short Range Devices (SRD)
    • Implementing the SRD Strategy
    • Monitoring and frequency issues regarding IMT-2000
    • Maintenance and further development of EFIS database ( 31 countries provided information to the EFIS system)
    • Coordination of monitoring activities
    • Frequency management matters of satellite communications
    • Digitalisation of the sound broadcasting Band II
    • Review the necessary technical criteria and parameters for deployment of Digital Radio Mondiale (DRM)
    • Preparations for the Civil Military meeting
    • Annual update of the European Common Allocation Table (ECA)
    • WRC-11 preparations
    • Review of ERC/ECC Decisions and Recommendations more than three years old 
    • EC Telecom Policies in the area of frequency management
    • Permanent EC Mandate on annual update of the Technical Annex of the EC Decision on SRDs
    • EC Mandate on the Flexible use of the frequency spectrum 
    • Special Ultra-wide band (UWB) applications
    • Maritime Radiocommunication related matters

  • Implementing the SRD Strategy including a review of 863-870 MHz 
  • Monitoring and frequency issues regarding IMT satellite elements
  • Maintenance and further development of EFIS database ( 34 countries provided information to the EFIS system)
  • Coordination of monitoring activities
  • Frequency management matters of satellite communications
  • Digitalisation of the sound broadcasting Band II
  • Studying existing and possible future usage of the L-Band 1452-1492 MHz
  • Preparations for the Civil Military meeting
  • Updating of the European Common Allocation Table (ECA)
  • WRC-12 preparations
  • Review of ERC/ECC Decisions and Recommendations more than five years old 
  • EC Telecom Policies in the area of frequency management
  • Permanent EC Mandate on annual update of the Technical Annex of the EC Decision on SRDs
  • EC Mandate on the Flexible use of the frequency spectrum 
  • Ultra-wide band (UWB) applications
  • Future spectrum use UHF SRD, RFID and Smart Metering wireless radio applications
  • Maritime Radiocommunication related matters
  • Contribution on SRD globaly harmonised frequency usage to ITU-R WP1B
  • Studying direct-air-to-ground communication systems frequency demand
