R&TTE directive
The new regime as laid down in this Directive will have a substantial impact on the future work of WG RR. The European Commission expects WGRR to play a substantial role before and after the new Directive has come into force in the area of the implementation of efficient market surveillance in the Community, the development of an inventory of regulations on interfaces, in the classification of nationally regulated interfaces and in the production of harmonised standards. On the other hand activities in the area of free circulation might no longer be necessary.
A draft Report on the implications and implementation of the R&TTE Directive was reviewed and will be presented to the ERC.
PR 27
A draft ERC Decision on the harmonised frequency band to be designated for CEPT PR 27 radio equipment and on the implementation of the technical standard for this equipment was drafted. This Decision is intended for coexistence with ERC/DEC/(96)02 (Decision of 7 March 1996 on the harmonised frequency band to be designated for CEPT PR27 radio equipment and on the implementation of the technical standards for this equipment) but adapted for implementation by those countries that have already implemented ERC/DEC((97)10. The only real difference in substance is marking which is in accordance with the system defined by ERC/DEC/(97)10.
Receiver requirements
A discussion on receiver requirements had started, because at least one administration was of the opinion that the present EU legislation did not allow the application of receiver requirements. WGSE had identified the receiver parameters for spectrum management and concluded that regulatory action would be necessary. A document was drafted and submitted to the ERC for further consideration. Purpose of the document is to provide recommendations to ERC how receiver requirements would fit in the ERC regulations taking account of the new R&TTE directive and the judgement of he court of 24 March 1994, Commission of the European Communities v. Kingdom of Belgium.
Draft ERC Decisions on exemption of individual licensing
The ERC Decisions on exemption of licensing had to be redrafted, since the concept of an umbrella Decision was not accepted by the ERC. The following draft ERC Decisions were reviewed according the proposals made by the ERC and will be submitted to the ERC for approval and subsequent public consultation:
- Inmarsat-D terminals
- Inmarsat-phone (also known as Inmarsat Mini-M)
- Inmarsat-C terminals for land mobile applications
- Inmarsat-M terminals for land mobile applications
- Omnitracs terminals for the Euteltracs system
- PR-27 equipment
- Arcanet Suitcase terminals
- EMS-PRODAT terminals
- EMS-MSSAT terminals
- GSM mobile terminals
- GSM 1800 mobile terminals
- DECT mobile terminals
- ERMES mobile terminals
PMR 446
The ERC at its last meeting agreed that the applicable standard should be ETS 300 296 and that a package of PMR 446 Decisions on 1) harmonised frequencies, 2) free circulation and use and 3) exemption from individual licensing should be presented at the next ERC meeting.
The following Decisions were therefore finalised by WGRR and submitted to the ERC for approval and public consultation:
· Draft Decision on the frequency band for PMR 446;
· Draft Decision on exemption from individual licensing of PMR 446 equipment;
· Draft Decision on the free circulation and use of PMR 446 equipment enlarging the field of application of ERC/DEC(95)01.
TETRA
WGRR has considered the conformity assessment, licensing, free circulation and use of TETRA terminals and prepared a report which is submitted to the ERC. The report describes the current situation on TETRA and provides proposals for further action as well as a work programme for the RR project teams.
Draft ERC Report on the introduction of economic criteria in spectrum management and the principles of fees and charges in CEPT
The Draft Report had been circulated to administrations for comments. Written comments were received and incorporated in the text, which was now approved and will be published by ERO.
PT RR8 was now tasked with preparing a Report on the Analysis of the practical application of spectrum pricing including administrative pricing in the CEPT and other countries. This Report should concentrate on administrative incentive pricing.
Draft ERC Decision on free circulation and use of ARCANET suitcase terminals
A Decision on this subject was drafted and will be presented to the ERC for approval.
SRD licensing and marking
Concerning the application of ERC/DEC 70-03 for SRD equipment it was discussed that from the included basic Product Standards EN 300 220, EN 300 330 and EN 300 440 only the first one is published. Since the other two ENs are not available yet it was proposed to use instead the I-ETS 300 330 and I-ETS 300 440 for type approval respectively for conformity assessment. WGRR decided to ask WGSE to draft an ERC/DEC for EN 300 330 and one for I-ETS 300 440.
Enforcement
WGRR installed a project team RR11 which will investigate the current situation in the area of enforcement and prepare a Draft ERC Report. Terms of reference and a work-plan were agreed.
Radio Amateurs
At the previous RR meeting it was decided that ERO should send a letter to the US to inform about the approval of the US application by CEPT to join T/R 61-01. This was done. At the bilateral meeting with the US colleagues in the beginning of May, information was received that the matter is encompassed in a wider regulation and therefore it would take the US a while to conclude the matter.
An application from The Dutch Antilles to join T/R 61-01 was received. This will be circulated to administrations. Further, a letter from the Australian administration was received informing that individual licences for CEPT visitors were still necessary, so therefore the procedure of T/R 61-01 could not be finalised. The Australian administration applied in their letter for participation in T/R 61-02.
Progress on ERO studies on legislation, conformity assessment in the CEE countries and Free Circulation arrangements with other Regional Organisations
The progress with regard to these study reports was discussed. With regard to the Legislation and Conformity Assessment studies, administrations were urgently requested to provide further information and check the information that was provided on their countries. Also comments from industry would be very welcome on conformity assessment procedures.
The study on Free Circulation with other Regions would probably be developed in a slightly different way, since the Commission had suggested to combine the work with that going on in Task Group 1 of UMTS.
It was decided that administrations would provide comments before the summer (end June). At the RR meeting in September updated reports would be presented.
Election of vice chairman
Mr Krzysztof Krassowski from Poland was unanimously elected as second vice chairman.
Recommendations 21-15 on free circulation of LMSS terminals and Recommendation 21-16 on interim type approval of LMSS terminals
The revised versions of these Recommendations came into force two months ago, since only some minor editorial proposals for change were received during the period they were circulated. A new version has been published.
The next meeting of the RR Working Group will take place in Biehl/Bienne,
Switzerland from 28 September - 2 October1998.
