Project Team on radio amateur issues has been working within the structure of WGRA (formerly WGRR) for some years and has developed the following ECC deliverables related to the regulation of radio amateurs activity:

CEPT Recommendation T/R 61-01 CEPT Radio Amateur Licence,

CEPT Recommendation T/R 61-02 Harmonised Amateur Radio Examination Certificate
•
ECC Recommendation (05)06 CEPT Novice Radio Amateur Licence
•
ERC Report 32 Amateur Radio Novice Examination Certificate Syllabus and Amateur Radio Novice Examination Certificate within CEPT and non-CEPT countries
•
ECC Report 89 on a Radio Amateur Entry Level Examination and Licence.
Both CEPT Recommendations (T/R 61-01 and T/R 61-02) adopted before 2003 have therefore been revised to reflect the above changes.
ECC Recommendation T/R 61-01
A revised version of ECC Recommendation T/R 61-01 on the CEPT Radio Amateur Licence was adopted in Nicosia on 3 October 2003 and is now available in the ECO Documentation Database. Its annexes contain national information on equivalences for CEPT and non-CEPT countries. As the process of collecting this information is ongoing, the document will be updated regularly to reflect the latest state of affairs. Further, some CEPT countries are not in a position to implement the changes to Article 25 and consequently cannot implement the revised Recommendation, which is indicated in footnotes. Those footnotes will also be revised at regular intervals.
In order to avoid confusion in the interim phase where all those administrations that had implemented the former version of T/R 61-01 valid until 3 October 2003 may not be in a position to adopt the new version, the text of the former T/R 61-01 and its annexes on national equivalences can be accessed here for reference.
ECC Recommendation T/R 61-02
As far as T/R 61-02 on the Harmonised Amateur Radio Examination Certificate (HAREC) is concerned, it has also been revised to reflect the deletion of Morse code requirements. The revision of T/R 61-02 was adopted in February 2004. Besides the deletion of references to Morse code in the main part of the Decision, the examination syllabus has been reviewed and some changes have been carried out. Further reference to voluntary Morse code requirements have been taken out of the syllabus, but some guidance can be accessed here for those administrations that would wish to maintain such requirements.
