WGRR 16 - 20 September 1996, Tallinn, Estonia. 

Warning! It is only possible to give a brief outline here of relevant discussions and conclusions.

The main issues considered by the Radio Regulatory Working Group (RRWG) at its meeting in Tallinn (16-20 September) were as follows.

ERC DEC (95) 04

Mutual recognition of type approval of radio equipment and radio terminal equipment has been subject to public consultation. This Decision has however not been approved yet because the European Commission requested some further consultation with the ERC on the principle of the Decision and on the actual text. A meeting has taken place on the 2nd of October and the Commission will present an input to the next ERC meeting with proposals.

In the mean timeRR9 is preparing a new version of the Decision which includes the procedures based on the Full Quality Assurance System. This version is not quite finalised and will be further discussed at the next meeting of RR 9 which will take place 5-6 December in Mainz.

Draft Decision on the Publication of national tables of frequency allocations

RR10 presented a draft Decision on the publication of the frequency allocation tables of the CEPT administrations. The Decision contains a common minimum set of data to be published and sent to the ERO while keeping the national table of each country in the form the administration concerned finds most convenient. The ERO has prepared a common presentation form. The Decision was presented to the ERC for approval. RR 10 had finalised its work and was dissolved.

Draft Decision on free circulation, use and licensing of mobile earth stations operating within satellite personal communications services (S-PCS)

RR6 and RR7 have prepared a draft Decision combining the licensing and free circulation aspects. The Decision stated that CEPT administrations should not require an individual licence for S-PCS terminals and should allow the free circulation of terminals of systems identified in the Decision on the frequency bands for S-PCS. Also the possibility for non-CEPT countries to join the Decision was included. Since there are still some uncertainties, for instance on the result of ERC PT22 or with regard to the approval of the Decision on mutual recognition of type approval the work was not yet presented to the ERC for approval.

Revision of ERC/REC 21-15

This Recommendation dealing with the Free circulation and use of land mobile satellite service terminals in Europe (with the possibility of non- European countries participating in the arrangements) was revised by adding more systems to the Recommendation which qualify for free circulation. The systems that are added are: Inmarsat-D, Inmarsat Mini-M, EMS- Prodat. In accordance with the Rules of Procedure the revised Recommendation is circulated to the CEPT administrations for possible comments. When non are received the Recommendation will be automatically approved

Type approval of receivers and low power transmitters

A position paper containing guidelines for administrations on type approval of receivers and low power transmitters prepared by RR9 was approved by the last ERC meeting. Work on this topic has continued and a document was produced now by RR9 which indicates that most receivers will be exempted from type approval. Only the receivers used within the safety services are subject to type approval with a simplified procedure. Since there was no full agreement on this position within RR9, a questionnaire is sent to administrations to inquire about their position. RR9 will take the results of the questionnaire into account in its further work on the document.

Type approval documentation

Application forms for testing and test report forms for the standard I-ETS 300 131 and ETS 300 390 were approved by correspondence previous to the meeting. However on the combined application form for the standards: ETS 300 086, I-ETS 300 113 and I-ETS 300 219 comments were received and therefore RR1 will continue its work on this form.

Equipment marking

A list of equipment markings for inclusion in the Decisions implementing the ETSI standards in the national type approval regulations was approved at the last meeting of RR. However there turned out to be some inconsistency in the marking of the draft Recommendation on Short Range Devices, some existing Recommendations covering various systems, the Decision on mutual recognition of type approval and the Decisions implementing the standards. In order to solve this problem it was proposed to change the text of the above mentioned Decisions slightly to indicate that specific Decisions or Recommendations might require a different marking as indicated there.

CEPT Yearbook

It was decided to add to future versions to the CEPT Yearbook information on radio type approval matters.

VSAT and SNG licensing

During the RR meeting one day was spent to discuss matters of common interest with the ECTRA Project Team on Licensing. The main issue being VSAT and SNG licensing. It was decided that there is certainly a need to harmonise and simplify the licensing procedures. RR6 has already started this work. The need to create a database with information on the licensing procedures and contact persons per administration as well as a common application form was also decided on. ETO with input from the ERO will start collecting information for the database on the basis of the guidelines given by RR6. RR6 will prepare a draft Decision on the provision of information to the database by administrations. A first draft of a common application form was already developed by RR6 and work will go on in this group. It was decided not to continue work on an MoU and One Stop Shopping arrangement at this moment in time.

Preparation for WRC 97/WRC 99

A list of 11 European Common Proposals in the Maritime area as prepared by RR2 was provisionally discussed and will be sent to the CPG for approval as well as the positions as stated in the CEPT brief. Some proposals for agenda items for the WRC 99 were discussed like world wide free circulation. It was however decided to await the outcome of the ITU Policy Forum.

Free circulation of Mobile Data equipment

This item will be studied by RR7.

Short Business Radio

The meeting considered it very advantageous to harmonise the licensing conditions for this system, but frequency harmonisation should also be undertaken.
In order to pursue this topic a questionnaire combining frequency and licensing matters was prepared after the meeting by ERO and sent to the administrations.

ERO studies

Draft final results of ERO studies on Frequencies for maritime and inland waterways transport, Licensing and charging, PMR licensing as well as Free circulation were discussed and commented on. The relevant PTs were requested to study the reports in detail present a proposal on the actions to be undertaken.

Radio Amateur matters

The meeting discussed the application from the Canadian administration to join the T/R 61-01 and accepted this application. A proposal on the comparative tables was agreed upon. This will send to the Canadian administration and when they accept it the procedure is finalised.
The application from Australia was not agreed upon since they require the CEPT radio amateurs to apply for a licence. The Australian administration was already informed and asked to change this position.

Next Meeting of the RRWG

The next meeting of the RRWG will take place in Klausdorf, Germany during 27-31 January 1997. The following agenda items are currently scheduled to be considered.

ERC Decision on mutual recognition of type approval

A version of the Decision covering Module H will have been prepared by RR9 and presented to the Working Group.

S-PCS interim type approval

RR9 will produce a draft Recommendation on interim type approval for these terminals.

Free circulation

The Working Group will also discuss how to deal with the free circulation of Mobile Data equipment based on a proposal from RR7.

Type approval of receivers and low power transmitters

A new version of a position paper will be discussed based on a proposal from RR9 after the results of the questionnaire are known.

Type approval documentation

Type approval documentation for GSM base stations as well as the combines form for the standards: ETS 300 086, I-ETS 300 113 and I-ETS 300 219 might be approved when a draft can be presented by RR1.

Market control mechanisms

A discussion paper on this subject is being prepared by RR9.

S-PCS free circulation, licensing and use

Further work on the draft Decision on S-PCS licensing and free circulation will be done in RR6 and RR7 and presented to the next RR meeting.

VSAT and SNG licensing

The progress of the work undertaken so far in the different areas (Decision, database, application form and the harmonisation of licences) will be discussed.

Short Business Radio

The meeting will study licensing harmonisation on the basis of the results of the questionnaire to the administrations.

ERO studies
