Warning! It is only possible to give a brief outline here of relevant discussions and conclusions.

The main issues considered by the Radio Regulatory Working Group (RRWG) were as follows.

Draft ERC Decision on Mutual Recognition of Type Approval

The ERC established at its latest meeting an EC-ERC ad-hoc group on type approval in order to take account of the remarks of the European Commission. Therefore the RR meeting did no further work on the draft, but in the context of the meeting, a meeting of the ad-hoc group was held and it is envisaged to present a text for approval to the next ERC meeting.

Draft Decision on the Publication of National Tables of Frequency Allocations
The comments received during the public consultation were discussed and the text was adapted accordingly. The text will be presented to the ERC for final approval and the ERO was tasked with drafting an ERC Report on the scenarios of communication of frequency allocation tables from administrations to the ERO.

Free Circulation, Use and Licensing of Mobile Earth Stations of S-PCS services

The draft as prepared in the RR6 and RR7 meetings was discussed and finalised. It was decided that the requirements of the country where the terminal shall be used will have to be the basis for free circulation and use. The draft text will be presented to the ERC for preliminary approval and will there after be subject to public consultation.

Revision of ERC/REC 21-15

There has been a consultation period on the draft revision of this Recommendation dealing with the Free circulation and use of a number of land mobile satellite service terminals in Europe. No comments have been received that necessitate changes to the text, so therefore the revised version is considered approved.

Extension of free circulation arrangements to cover more equipment

It seems to be the case that the free circulation Decision ERC/DEC/(95)01 is not implemented by so many administrations because it combines different equipment. It was therefore decided to develop a system with one general Decision and different Decisions per equipment.

The ERO was asked to study the problems of administrations with the implementation of Decisions and Recommendations and give proposals for enhancement.

VSAT/SNG licensing

A draft application form for VSAT/SNG satellite earth station licences has been prepared by RR6 and was finalised at the RR meeting, it is send to administrations for comments.

The RR meeting considered a draft Decision for the provision of information for a central database on VSAT and SNG as prepared by RR6. The draft will be sent for approval to the ERC. It was noted that ECTRA had to develop and approve a similar Decision.

A start has been made with the building up of the database giving information on VSAT/SNG licensing in the different administrations. Draft texts have been sent to a number of administrations for correction. When these corrections have been received, the texts will be made available on Internet.

Preparation for WRC 97/WRC 99

RR2 has been working on an additional number of ECPs for approval of the CPG.

The RR agreed with the texts of the ECPs. Some proposals for agenda items of WRC 99 and WRC 01 were discussed and these will be forwarded to the CPG.

Short Business Radio

The results of the questionnaire to the administrations as prepared by ERO were discussed. The outcome of the questionnaire was that the administrations have implemented different licensing regimes and allocated different frequency bands. There is a need for harmonisation but RR decided to await the outcome of the frequency discussions of the FM.

ERO studies

Draft final results of the ERO study on PMR and PAMR licensing which contained proposals for harmonisation were discussed and commented on. The proposals were referred to RR6 and RR8 for further study and actions.

Radio Amateur matters

It was noted that Canada has now joined T/R 61-01 and that Australia made an official request to join.

Several other administrations like the USA have showed an interest to join.

CEPT preparations for GMPCS MoU

In the context of the RR meeting a CEPT meeting on the GMPCS Mou was held as a follow up of the ITU Policy Forum . The CEPT comments to the draft text of the MoU as well as the comments from other administrations and companies were discussed. Further a CEPT position for the meeting on the 14th of February in Geneva where all received comments will be discussed and a final text of the MoU agreed, was developed. It will be proposed to ERC and ECTRA to establish formally a CEPT group for preparations of the follow-up actions of the MoU.

Abrogated work

It was decided not to proceed work on a Recommendation on Free circulation of mobile data equipment and on an Interim type approval arrangement for S-PCS mobile earth stations.

Next meeting of the RRWG

The next meeting of the RR WG will take place in Warsaw, Poland during 21- 25 April 1997.

The following agenda items are currently scheduled to be considered.

- Draft Decision on the Publication of National Tables of Frequency Allocations
- The draft ERC Report on the scenarios of communication of frequency allocation tables from administrations to the ERO will be discussed and approved.
- VSAT/SNG licensing - The application form for licences will be finalised.
- Preparation for WRC 97/WRC 99
- Further ECPs in the maritime area will be discussed.

ERO studies
A first interim reports on some of the 1997 studies will be presented. Revision of ERC/REC 21-16
RR will discuss a proposal from RR9 to add more satellite terminals to this interim type approval Decision. PMR
RR will discuss the proposals for harmonisation on the basis of the ERO PMR report as will be presented by RR6 and RR8.

Charging

RR8 will present the first outline of an ERC report on the charging for radio equipment.

Free circulation
A proposal of RR7 for a revision of the free circulation Decision with separate decisions per equipment will be discussed.

Seminar on legislation

The first day of the next RR meeting will be devoted to an exchange of information between administrations on the changes of the radio legislation that take place in many European countries.
