SE24 met 15-17 November in Copenhagen, Denmark and considered the following items.

SRD maximising spectrum use efficiency (SE24_23)

Discussion are ongoing on the duty cycle versus characteristics of SRDs. Concerns were expressed on the use of LBT by alarm systems. A web meeting will be organised on this matter 25 March 2011 (contacts: [email protected] and [email protected]).

Studies relating to UWB as described in Annex to CEPT Report 34 (excluding Airborne UWB) (SE24_28)

Studies are ongoing.

·         LAES: roughly completed (distance for FSS/MSS protection to be finalised). A web meeting is planned 31 March 2011, 10H30-12H00, in order to finalise the discussion on LAES / FSS.

·         LTA: a number of points still need to be considered. A web meeting is planned 28 March 2011 10H30-12H00, in order to consider further the compatibility between

·         LT2: results of measurements were considered which confirmed that the max Ton time of 25ms versus 5ms will lower the impact of LT2 on Wimax. However, for very low duty cycle the trend is opposite. Liaison Statement to FM47 was sent to reflect this point.

UWB Low Duty Cycle 3.1 – 3.4 GHz

WG FM asked SE24 if there was any evidence of potential harmful interference from LDC UWB devices on radars. Representative of Germany indicated that this was reported in Germany. There was no report of such situation; therefore, administrations were invited to check if they have any concern.

“Location tracking in railroad environment” and generic UWB regulation

WG FM sent a Liaison Statement to SE24 asking to consider the regulatory framework for railways applications and to consider possible regulations for UWB generic outdoor. The proposed limits for LTA have been derived considering systems transmitting towards the inside of the vehicle therefore, the limit for systems transmitting toward outside the vehicle would need to be calculated considering assumptions which may differ from those considered while deriving the limits for LTA systems. Any e.i.r.p. limit for UWB systems transmitting toward outside the vehicle would have to be investigated.

The consideration of the UWB applications transmitting toward the outside of the vehicle would require additional studies and will require a revision of the current Work Item. It was indicated that administrations may also need to consider the possibility to derive from the existing generic limit, generic outdoor limits by considering the appropriate values for the wall attenuations.

Railways applications may be deployed using a similar framework as the one developed for LT2 on a national basis.

SE24 send a liaison statement to FM47 in order to get guidance on this matter.

Surveillance Radar Systems in 76-77 GHz (SE24_33)

A liaison statement was received from WG FM providing guidance on the scope of this work item. It was indicated that there is some activities on this toward the project called Mosarim. The final report of the project will be considered. A Workshop (26 May 2011) relating to the Mosarim project was in preparation (see at http://www.mosarim.eu/).

UWB Airborne (SE24_35)

The modelling of the attenuation from the flight is in progress.

Rec. 70-01 – Annex 1 – 60 GHz (SE24_36)

SE24 considered the reply from SE19 and a reply was developed  to propose the limit 20dBm/13dBm/MHz for the frequency range 59 – 63 GHz, then asking for guidance for the ranges 57 – 59 GHz and 63-64 GHz. The frequency range 64-66 GHz, which is of particular concern for SE19 will be considered at a later stage.

STG sent a liaison statement on the possible library used in the past in SEAMCAT simulations. Administrations were invited to check if they have used libraries in the past in the framework of the compatibility studies developed within SE24.

SE7 invited WG SE PTs to provide technical characteristics and other useful information of the possibly affected systems by Broadband Wireless System (BWS) in the band 2300-2400 MHz. A liaison statement was developed in order to provide a list of applications potentially affected by those studies.

Ongoing work

Under the direction of WG SE:

  • Undertake compatibility studies in support of WG FM activities on SRD, in particular those relating to the maintenance of the Recommendation ERC/REC 70-03.

  • In the course of these studies, co-ordinate in liaison with SRD/MG the relevant activities in ITU-R.
