The 23rd WGRA meeting took place in Paris France, 3-6 May 2011.

 

Main results of the meeting:

 

Development and review of ECC deliverables:

  • A new draft generic ECC Decision 'on exemption from individual licensing of digital terminals of narrowband or wideband PMR/PAMR/PPDR systems and free circulation and use of digital terminals of narrowband or wideband PPDR systems operating in the 80 MHz, 160 MHz, 380-470 MHz and 800/900 MHz bands' developed by PT RA3 was approved for Public Consultation.
  • The revision process of draft amended ERC/DEC/(99)02 on ‘exemption from individual licensing of TETRA mobile terminals” was postponed since the new draft generic ECC Decision mentioned above provides for the  withdrawal of both ERC/DEC/(99)02 and ERC/DEC/(99)03 addressing the exemption from individual licensing and the free circulation and use, respectively, of TETRA mobile terminals.
  • Draft amended ECC/DEC/(00)06 on ‘the licensing and global circulation and use of IMT-2000 terrestrial and satellite mobile terminals’ was considered in the light of the development of a draft new generic ECC Decision on the free circulation and use and licence exemption of mobile terminals operating in 900 and 1800 MHz bands and therefore PT RA3  was tasked to develop a proposal concerning both draft Decisions to avoid any overlap between them as well as any overlap with the existing satellite Decisions.
  • Draft ECC Report 169 on ’description of practices relative to trading of spectrum usage rights’ developed by RA TUR (hyperlink) was considered after its Public Consultation and finally approved.

 

Implementation of the RIS (Radio Interface Specifications) model

  • WGRA reviewed a guidance document developed by RA RIS which is aimed at assisting ECC entities in developing RIS implementations of the deliverables they approve; the guidance document will be further developed by correspondence in RA RIS and is due to final approval by the next WGRA meeting (20-23 September 2011).
  • Draft RIS model implementations of the following deliverablese produced by other ECC entities have been reviewed by WGRA and sent to the Office for publication in the ECO Documentation Database(ECO DOCDB):
    • ECC/DEC/(09)02 on ‘the harmonisation of the bands 1610-1626.5 MHz and 2483.5-2500 MHz for use by systems in the Mobile-Satellite Service’;
    • ECC/DEC/(09)04 on ‘exemption from individual licensing and the free circulation and use of transmit-only mobile satellite terminals operating in the Mobile-Satellite Service allocations in the 1613.8 - 1626.5 MHz band’;
    • ECC/DEC/(11)02 on ‘industrial Level Probing Radars (LPR) operating in frequency bands 6 - 8.5 GHz, 24.05 - 26.5 GHz, 57 - 64 GHz and 75 - 85 GHz’ and
    • ECC/REC/(11)01 on ‘Guidelines for assignment of frequency blocks for Fixed Wireless Systems in the bands 24.5-26.5 GHz, 27.5-29.5 GHz and 31.8-33.4 GHz’.

So far there have been 6 different RIS model implementations (including those mentioned above) filed in the ECO DOCDB in order to assist administrations in preparing their entries in the EFIS system (please contact [email protected] for getting access to the RIS implementations).

 

Enforcement  

  • WGRA agreed with the proposal of PT RA1 (hyperlink) and tasked PT RA1 to develop an ECC Report on the new ECC Supervision Strategy, which is intended to replace the currently applied traditional enforcement policy by a more intellectual supervision activity (PT FM22 - “Monitoring” will be invited to join the discussion in the ECO Forum);
  • Considering the lack of accurate statistics on the interference levels, which is needed not only for strategic planning of enforcement but also for frequency management purposes, WGRA agreed with the proposal of PT RA1 to develop, in cooperation with PT FM22, suitable forms for collecting statistical information which could be published as an ECO Report and updated on an annual basis by means of ECO circular letters to administrations.

Radio amateur issues

  • WGRA reviewed the results of the questionnaire on fees for radio amateur licences and decided to place them in the PT RA2 area on the ECC website and make them available to CEPT administrations.
  • The issue of national examination procedures for radio amateurs with disabilities was reviewed based on the input from PT RA2, which was tasked to develop an appropriate ECC Recommendation - considered to be a valuable tool for administrations in developing their national relevant regulatory frameworks.

Electronic Working Methods (EWM)

  • WGRA endorsed the updated “ECO Guidelines on EWM” which now include new sections on the CEPT portal and the ECC Work Programme Database. Recently developed by ECO User Guides for ECO Forum and CEPT portal were also welcomed by WGRA.  ECO reported on the progress with regard to implementing virtual participation in small-size meetings using  the GoToMeeting platform with an external USB-speakerphone with multiple microphones.
  • WGRA reviewed the situation with the 2-year trial period for the implementation of virtual participation EWM (ending in October 2011) and invited PT RA3 and ECO to present a draft internal evaluation report to the next WGRA meeting.
