Agenda item 1.3, Coordinator, Mr. Martin Weber (Germany): “to consider spectrum requirements and possible regulatory actions, including allocations, in order to support the safe operation of unmanned aircraft systems (UAS), based on the results of ITU‑R studies, in accordance with Resolution 421 (WRC-07)”.
The discussion concentrated on the applicability of Satellite Service definition of the RR on the control and non payload communication of UAS. It was debated whether the required protection can only be achieved when an allocation to a recognised Safety Service such as the Aeronautical Mobile Satellite (Route) Service (AMS(R)S) used. As a result of this discussion the preliminary CEPT Position was maintained open to the possibility that other allocations than the AMS(R)S.
The Preliminary CEPT Brief was amended and first draft ECP was developed.
Agenda item 1.4, coordinator, Mr. Gerlof Osinga (The Netherlands): “to consider, based on the results of ITU‑R studies, any further regulatory measures to facilitate introduction of new aeronautical mobile (R) service (AM(R)S) systems in the bands 112-117.975 MHz, 960-1 164 MHz and 5 000-5 030 MHz in accordance with Resolutions 413 (Rev.WRC‑07), 417 (Rev.WRC‑07) and 420 (WRC‑07)”.
Resolution 413: Studies regarding the interference from digital broadcasting sound systems into AM(R)S are still ongoing. CEPT is proposing that this matter will be further pursued under traditional ITU-R activities and outside the WRC process. Resolution 413 should be amended to reflect this.
Resolution 417: The values of the equivalent isotropically radiated power (EIRP) of any aeronautical mobile (route) service system ground and airborne station operating in the band 960-1164 MHz have been further modified based on the outcome of ITU-R studies, in order to not cause harmful interference to the radionavigation-satellite service in the band 1164-1215 MHz. Furthermore amendments were made to reflect the ITU-R WP 5B studies results on sharing conditions in the band 960-1164 MHz.
Resolution 420: Some small modifications were made based on the output of the last ITU-R WP 5B meeting. The UK advised the meeting, that they are still studying the spectrum requirements for surface applications at airports, from the UK perspective.
The draft CEPT brief on AI 1.4. as well as the draft ECP on AI 1.4 were amended.
Agenda item 1.9, Coordinator, Mr. Jaap Steenge (The Netherlands): “to revise frequencies and channelling arrangements of Appendix 17 to the Radio Regulations, in accordance with Resolution 351 (Rev.WRC‑07), in order to implement new digital technologies for the maritime mobile service”.
The draft ECP is in line with the ‘Method to solve the Agenda Item’ as formulated in the draft CPM Report. The meeting agreed to approve the draft ECP and to forward it to CPG for consideration.
The draft CEPT Brief was completed further and updated.
Agenda item 1.10, Coordinator, Mr. Aurelian Sorinel Calinciuc (Romania): “to examine the frequency allocation requirements with regard to operation of safety systems for ships and ports and associated regulatory provisions, in accordance with Resolution 357 (WRC‑07)”.
The draft CEPT Brief on AI 1.10 was amended.
PTC received proposals for a draft ECP addressing all the issues identified in the draft CPM Report:
- regulatory status of AIS 1 and AIS 2
- satellite AIS
- Broadcasts of safety and security information for ships and ports
- VHF Data
- Port operation and ship movement
The draft ECP was updated. Both proposals on the ECP contain the same amendments for the issue a (regulatory status for AIS 1 and AIS 2). It was suggested to support this proposal through an appropriate contribution to CPM.
The draft ECP still contains two Options on how to improve the regulatory status for AIS1 and AIS2. This is expected to be solved during the next PT C meeting in January 2011.
Agenda item 1.14, Coordinator Mr. Victor Glushko supported by Sergey Sorokin (both Russian Federation): “to consider requirements for new applications in the radiolocation service and review allocations or regulatory provisions for implementation of the radiolocation service in the range 30‑300 MHz, in accordance with Resolution 611 (WRC‑07)”.
The draft ECP still containing two options:
- Option 1: Primary allocation of the band 154 – 156 MHz to the radiolocation service together with regulatory provisions ensuring protection of existing co-primary services including those in adjacent bands
- Option 2: Secondary allocation of the band 154 – 156 MHz to the radiolocation service
The amended ECP takes into account the output of the last 5B meeting.
Agenda item 1.15, Coordinator Mrs. Stéphanie Vrac (France): “to consider possible allocations in the range 3-50 MHz to the radiolocation service for oceanographic radar applications, taking into account the results of ITU‑R studies, in accordance with Resolution 612 (WRC‑07)”.
The draft CEPT brief on AI 1.15 was updated with a specially focused on the addition of the 16 MHz frequency band and the output of the last 5B meeting.
Furthermore, two options for the draft ECP are still developed proposing allocation to the radiolocation on several frequency bands between 3 and 50 MHz. The first option is based on a primary allocation and the second option on a secondary allocation. No decision was reached on the status of the allocation: primary or secondary allocation.
The regulatory text proposed for the identification of radiolocation stations has been amended through a proposed modification of Appendix 4 of the Radio Regulations. There will be a need at the next PTC meeting to also proposed amendments to Article 19 of the Radio Regulations.
Agenda item 1.21, Coordinator Mr. Volodymir Lapin (Ukraine): “to consider a primary allocation to the radiolocation service in the band 15.4-15.7 GHz, taking into account the results of ITU‑R studies, in accordance with Resolution 614 (WRC‑07)”.
CEPT is of the view that, the actual radiolocation spectrum needs has to be justified, and in consideration of a possible new allocation in the band 15.4-15.7 GHz, the protection of the existing aeronautical radionavigation systems and of radioastronomy has to be fully ensured.
Agenda item 1.23, Coordinator Mr. Colin Thomas (UK): “to consider an allocation of about 15 kHz in parts of the band 415-526.5 kHz to the amateur service on a secondary basis, taking into account the need to protect existing services”.
CEPT is of the view:
· that the aeronautical and maritime services have to be protected
· that studies have taken into account CEPT proposals under AI 1.10 in this frequency range
· some administrations are of the view that an additional allocation of 15 kHz to the amateur service in the frequency band 415-526.5 kHz is not feasible because it would result in unacceptable harmful interference to the stations operating in the radiocommunication services allocated in the mentioned frequency band.
· that the CEPT position will be further developed.
